The ICS regulation is an electronic system which manages the security declarations and the control of goods entering the European Union.

This control is performed by the 27 customs administrations of the European Union, as well as those of Norway and Switzerland. It is made on the basis of the Entry Summary Declaration (ENS) transmitted electronically and constitutes a risk analysis. The first point of entry into the EU defines the country to whose customs the ENS declaration must be submitted; the delay for submission varies according to the mode of transport (air, sea, road) and the distance.

In the most extreme cases, the risk analysis can result in a No-Load (DNL) message forbidding the merchandise to be loaded onto the means of transport, or a physical control of the goods upon arrival (at the final destination or at the first point of entry) or other administrative controls.

On 1st July 2011, the ICS grace period granted by the European Union Authorities for the lodging of the security declaration covering goods destined for the EU customs territory, comes to an end.

From this date onwards, the carrier must be in a position to comply with the new customs regulation; this regulation makes it mandatory to transmit safety and security data concerning goods to be brought into the European Union customs territory, enabling EU Member State customs authorities to carry out risk analyses.

Any operator not complying with the Import Control System procedure risks possible fines or other sanctions imposed by EU customs administrations which could seriously delay the delivery of the goods in question.

To be operational from 1st July 2011 from a customs regulation point of view, operators can use ICS via conex, a simple, fast and unique solution for all EU countries of first entry. ICS via conex communicates with all EU customs administrations. It enables operators to draw up, transmit and receive the various ICS-related messages, ENS*, MRN**, Do Not Load, Amendment, Diversion, Arrival Notification. ICS via conex deals with the regulatory and linguistic particularities of each EU Member State.

WEB APPLICATION ICS via conex


This solution is technically the fastest to put into place. It requires no initial investment in terms of software and material and only requires an Internet link.

How does it work?


You connect to our Web Application
ICS via conex from your work station and simply use your internet connection.

After entering your login and password, the main data-capture screen opens where you manually capture all of the information needed for an ENS declaration.

If you don’t dispose of all of the necessary data for an ENS, you can give access rights to one or another Supply Chain actor who can then add the missing information.


A full array of flexible functions are at your disposal:

- Edit
- Delete a file

The data capture can be completed in one or several stages. Numerous data-tables assist you with applicable regulatory codification.

All of your searches will be facilitated in ICS via conex by numerous filters proposed on a large number of data.

The FULL EDI solution within ICS via conex allows for the communication of xml-format files, containing all required data to our platform for ENS transmission (no manual capture is possible).

We then transform these files into the appropriate standards required by the country of first entry into the EU and transfer these to that country’s security system.

It is important to underline that each EU country has adopted its own message structure. This means that the basic ENS message is different from one EU country to another even though the data which they contain is identical for all countries.

  This solution is ideal in order to alleviate your data capture task by retrieving data which exists already on your system.

The MIX EDI & WEB APP solution allows you to supply initial data to the ENS responsible party’s database.
This EDI connection transits through the
ICS via conexplatform using either a WEB SERVICE option or FTP option.

Then, the declarant can supplement the declaration by capturing the missing data directly in the WEB APPLICATION. The message can then be validated and sent to the appropriate customs agency.
