ICS2 Release 2 – DEPLOYMENT WINDOW precisions from DG TAXUD

ICS2 Release 2 official “Go Live” was on 1st March 2023. However, the EU’s customs authorities, DG TAXUD, allowed the possibility of requesting a Deployment Window or in other words, an additional a period of time that Economic Operators (EOs) (essentially carriers at the moment) may need to implement Release 2 functionalities. The date for requests, initially indicated as 1st February 2023, was extended to 1st March 2023.

However, it seems that low number of requests processed by Member States so far, and the complications of many Member States not yet fully operational at this stage (including 12 who have obtained legal derogations until 30th June 2023) have led to DG TAXUD announcing on Tuesday, 28th February 2023, the following additional clarifications concerning the Deployment Window requests to be made.

For air carriers operating direct flights from non-EU countries only into the MS in which their EORI is registered:

  • Can commence ICS2 Release 2 on 1st March 2023, if connected and ready
  • Otherwise, request a Deployment Window in that MS to connect sometime between 1st March and 1st July 2023, when ready.

For air carriers operating direct flights from non-EU countries into one or several MS already connected to ICS2 R2:

  • Can commence ICS2 Release 2 on 1st March 2023, if connected and ready
  • Otherwise, request a Deployment Window in their MS of registration to connect sometime between 1st March and 1st July 2023, when ready.

For air carriers operating direct flights from non-EU countries into multiple MSs of which at least one or even all are subject to derogation:

  • It is strongly recommended that these air carriers request for a Deployment Window from the MS of EORI registration up to the date when all affected MSs are connected to ICS2 R2, but at the latest until 1st July 2023.

  • Important: EOs need to request a Deployment Window even if their Member State of registration has been granted a derogation

Air carriers which have been granted Deployment Windows must continue submitting ENS declarations to the ICS1 systems during their Deployment Windows.

In a statement released yesterday, the UK Government announced that it has decided to postpone up-coming deadlines for the introduction of a number of procedures and requirements linked to a post-BREXIT customs and cross-border environment. These were due to follow on from post-BREXIT procedures that have been in place since 1st January 2021.

“Last June, we announced a timetable for the phased introduction of controls on imports from the EU into Great Britain, to ensure businesses could prepare in a phased way. This timetable was based on the impacts of the first wave of COVID. We know now that the disruption caused by COVID has lasted longer and has been deeper than we anticipated. Accordingly, the Government has reviewed these timeframes.”
In terms of advanced security declarations:

  • Safety and Security Declarations for imports will not be required until 1 January 2022.

What does this really mean?

Currently, and since 1st January 2021, Entry Summary declarations (ENS) must be filed to the new GB S&S system for all goods arriving in the GB territory from third countries other than the EU. Goods arriving in Great Britain from the EU customs territory had been the object of an initial exemption which was due to end on 1st July 2021. This exemption has now been extended until 1st January 2022.
Requirements to file all other advanced security declarations (EU/ICS, NI/ICS and GB S&S (RoW) remain unchanged.

ICS Import Control System : New DSDT declaration for goods unloaded in France

The advance Summary Declaration for Temporary Storage (“DSDT anticipée” in French) is a new provision which aims to reinforce the French response to the Import Control System, in force on a European level since 1st January 2011. The “advance DSDT”, which becomes obligatory from 15th September 2015, concerns goods unloaded in the territory when France is not the first point of entry into the EU.

This declaration must be transmitted to French Customs in advance of the arrival of the goods (for risk analysis) by the carrier or its representative. The message contains the ENS (Entry Summary Declaration) data along with the temporary storage authorisation number, the location of the goods, the customs status and the customs office of unloading.

In its role as an EDI solution service provider, CONEX was granted the very first DSDT certification (reference no. DSDT-001) by the Directorate General of French Customs for its ICS via CONEX solution.


Advance Summary Declaration for Temporary Storage – Import Control System

The ICS via conex solution is already compatible and has been certified since July 2014 by the French customs administration.

A ICS circular, published in the Official French Customs Bulletin (BOD No. 7052 dated 4th February 2015), has introduced a new obligation: when France is not the point of entry into the EU customs territory, operators must lodge electronically and in advance a summary declaration for Temporary Storage, abbreviated as “DSDT anticipé” (in French: Déclaration Sommaire de Dépôt Temporaire). This new advance declaration is for goods unloaded in France. Maritime transport is principally targeted.
Repealing the 2010 ICS circular, the BOD No. 7052 comes into force on 15th February 2015. However, the DSDT  anticipé, a purely national measure, becomes obligatory on 15th September 2015.


ICS (Import Control System) is the electronic security declaration management system for the importation of goods into the European Union customs territory. This EU regulation came into force at the end of 2010.

ICS - Import Control System comes within the scope of the EU eCUSTOMS programme. Developed in the framework of the standards for international trade advocated by the World Customs Organisation, its aim is to further ensure the protection of importation movements into the EU. The new regulation requires that a certain number of data elements be sent to the EU customs office of first entry before the merchandise enters the territory and in most cases, even before leaving the country of export. Upon receipt of the ENS - Entry Summary Declaration message, the customs office of first entry performs the security-related risk analysis. These extra regulatory security measures will impose new work methods on exporters managing trade flows towards the EU: global data exchange in an EDI format, up-stream data transfer, and all this in a regulatory framework that differs from one EU Member State to another.

Conex Presents the ICS System to Japanese Freight Forwarders

For their May 8 2012 Conference, the JIFFA Association organized a conference on the European Import Control System. Security declaration at exit of the EU

Since 1 July 2009 export declarations have to be lodged in electronic form and must contain additional data elements introduced for safety and security purposes where no other form of declaration (e.g. orally or by crossing the frontier) may be, and is, used.
